1. Strategic Alignment. The programme director is responsible for keeping the programme aligned to its strategic objectives throughout delivery. Strategies change. Priorities shift. Business cases become outdated. The programme director's job is to identify when the programme is drifting from its strategic purpose and force the conversation about what to do about it. This requires direct access to the sponsor and the board, and the credibility to challenge assumptions at that level.

2. Governance and Decision-Making. The programme director owns the governance model. They design it, chair or support the key forums, and are responsible for ensuring that decisions get made at the right level by the right people. When governance breaks down, it's the programme director's problem to fix.

3. Stakeholder Leadership. At enterprise scale, stakeholder management is a full-time job in itself. The programme director manages the relationships that matter most: the sponsor, the business leads, the vendor executives, and the board. They set the tone for how the programme engages with its stakeholders.

4. Vendor and Commercial Management. On programmes with significant third-party involvement, the programme director is accountable for vendor performance. Not the detail of contract management, but the senior relationship and the willingness to have hard conversations when a vendor is underdelivering.

5. Risk and Issue Resolution. The programme director is responsible for the risks and issues that the programme team cannot resolve themselves. These are typically the ones that require executive authority, cross-organisational negotiation, or commercial decisions. If those issues are sitting on a register without resolution, the programme director is not doing their job.

The most common mistake is promoting a strong project manager into a programme director role without changing the expectations. The second mistake is hiring a programme director without giving them the authority they need. A programme director who can't challenge the sponsor, can't renegotiate with vendors, and can't make decisions without committee approval is a senior administrator.
